That whenever the said troops shall be formed into separate detachments in such a manner as that the surgeons, and the surgeons mates before mentioned shall be deemed inadequate to the charge of the sick of the said separate detachments, the President of the US shall be and be hereby is empowered to appoint so many assistant surgeons mates, and for such periods as he shall judge the service may require."
