Content Description Ordinance No. 16, introduced by Mr. Settle. Declares, "... it is hereby declared and ordained, That Slavery and involuntary servitude, otherwise than for crimes, whereof the parties shall have been duly convicted, shall be, and is hereby forever prohibited within the State."
