Says the appointment was made in light of Congressional division of the Louisiana Purchase into two sections in 1804, Orleans Territory and the District of Louisiana. Morgan was appointed to the Legislative Council for the Orleans Territory, which consists of the modern day state of Louisiana. Given a one year term to begin on 30 September 1804.
