"This is to certify that Mr. Bartholemew Fisher has served the United States, as waggon-conductor to the Park of Artillery, from the year 1778 to the present time and that he is still in service. His activity, good behavior, and attention to duty, at all times, have marked him as a valuable servant of the public."
