Content Description | Cover letter of Knox's report regarding troops furnished by various states for each year of the Revolutionary War as well as conjectural estimates of militia. On April 23, 1790, Congress instructed Secretary of War Knox to "to lay before the House an account of the troops, (including the militia,) and also of the ordnance stores furnished from time to time by the several States, towards the support of the late war." Congress requested this report as part of the ongoing controversy over Hamilton's proposed assumption of state debts. Knox sent his report to Congress on May 10; it was delivered to Congress the next day. (Knox's report is published in Vol. I of American State Papers, House of Rep., 1st Congress, 2nd session, Military Affairs, p.14. For additional information see the Journal of Congress for 1790.)
