The Bashaw desired that Mr. Payne might be presented to him on Monday the 12 it being a Court day, and which would allow His Excellency to receive him with greater distinction - H: E: also made known his intentions of saluting Mr. Payne from the Castle, which was only done for an accredited Consul. 11. A message from the Bashaw thro the minister, requesting that Mr. Payne might be presented to him as Consul - I explained to the Minister that Barbary Consul were always furnished with letters of Credence from their Government, and generously and accompanying testimony of their master Regard for the Prince, near home they were accredited, and that His Excellency ought to be persuaded that neither of these were with my Controul [sic]. The Minister replied that he had it in charge from the Bashaw to say to me, that since imperious circumstances had compelled me to leave Tripoli, H: E: was desirious that Mr. Payne might be permanently fixed in his Regency that therefore this request was not ment [sic] of a Consul, but merely to Express H: E: wishes on & subject to the Government of the United States, in the most dedicated manners. March 12. Presented Mr. Payne to the Bashaw - His Excellency informed as that [illegible] were the usual number which was fired as a salute but that as he had on all public occasions distinguished the Government of the United States from other powers, they should be honored with eleven - retiring from the audience, expressed to His Excellency my gratification at his crupulous observance of the Treaty, at the honor which he had on many occasions conferred on the Representation of the United States, and at the unceasing desire which His Excellency had manifested to a secure continuance of the harmony subsisting between the roots. I also expressed to H: E: my grateful sensitivity for the friendship and confidence with which he had ever treated me during my Residence in his Regency. - 13. Have the customary present for salute, and the usual sum to Servants and Poters at official visits - 14. arrived the Bashaws Xebeque [sic] Mahomet Calabash after a three months cruise, having made four prizes - 15.
