Content Description Ordway explains that the ribbon was designed for members of Congress. Instructions on how to wear the ribbon are also included. A congressional mourning ribbon (GLC 1423.01) was originally enclosed with the letter. The letter is also accompanied by an admission card for inauguration day, March 4, 1865. The card, signed by George T. Brown, admitted Kellogg and his family to the inauguration.

Additional Information Orlando Kellogg was Republican Representative from New York elected to the thirty-eighth and thirty-ninth Congresses. He served from March 4, 1863, until his death on August 24, 1865. K.G. Ordway was Seargent at Arms of the House of Representatives in 1865.
