Tripoli 5. December 1805 Sir. I have received your favor of the 7. Octomber together with it's enclosures, and the same conveyance also brought me several letters from the Ex Balshaw now resident at Mattas. This inconsistency which has ever marked His Excellency character has been peculiarly visible in his recent adopted for his interest. To the convention which you enclosed me was annexed an Arabic paragraph declaring that he would not thackled in the choice of his residence, and that he only accepts of the pension. If Sidi Ahmet will remove either to the devant or to the Continent of America his brother will confirm most part of the Convention, but previous to his departure no [illegible] will be afforded him. He is allowed until the Spring to make his determination and to put his resolves into execution; but in ease of his non- compliance within that time it imposes on me the recepity of being silent respecting his claims in future. His fate is therefore in his own hands. - Permit me to suggest that you have misconstructed the intended of Mr. Smith's letter in discontinuing the monthly allowance. Altho the convention which you presented to His Excellency appeared valid until confirmed by his brother, and, consequently, no provision had actually been made. In the shape it arrived here ( with the Arabic paragraph to Bashaw refused his absent to it, and therefore Sidi Ahmet's Situation remained in State ques. I have written to Mr. Higgens our Navy Agent at Matta, requesting him to pay the pension provided the Ex- Bashaw agrees to the terms recently communicated to him ( and which are nearly similar to there proposed by your) commencing from the date of his decision that you may make your arrangements in case of his refusal. A I interntain some hopes of procuring the means of liquidating Sidi Ahmet's debts in case their amount is not exorbitant, I am desirous of [illegible] the sum which would be requisite for that purpose, and will thank you for any information you may possess on that subject.
