Content Description Newspapers report that Lord Howe has declined to be Peace Commissioner to the United States and has asked to be recalled. The British are adopting a new strategy. Quebec, Halifax, New York and Rhode Island are to be made secure. It is rumored that the Spanish, like the Dutch, will remain neutral.
