Sir I receive at this instant the letter that you had given me the honor of writing on the date of the 10 of the [incubation] month; and this honor has flattered me too much to allow myself to procrastinate a moment from responding - Accept, Sir the testament of my recognition, for the obliging manner, in which you envisage the mission that the Government of my Nation, has found about confiding in me, beside His Majesty Emperor of all the Russias, and do me the grace of being assured¸ that I will see as one of the greatest happinesses, the opportunity to be able to personally contribute to retightening the relations already important, between the two countries, and to render them more beneficial to one and the other. Permit me also Sir to add, that I have learned with the greatest pleasure, the news of your arrival to this country, that I can't see but as a favorable omen to my wishes; and that I flatter myself that the reception that you will experience from our Government as much as my fellow countrymen, will render your stay in this country, personally as agreeable as you could desire it. If it would be possible, Sir, to delay my departure rather long, in order to be able to take a trip to New-York, it would be with the greatest satisfaction that I would return myself, to delight in the benefit of making your acquaintance - But the necessity in which I would wait the last orders of my government, depriving myself of this hope, I would only be left with [2] attending to your dispatches for your Government; as well as your personnel orders, whatever it may be; If you would thus want to honor me well - I only plead you to have them come in, as soon as the opportunity will allow it.
