Jones writes, "His Excellency, the Late Commander in Chief (Whom I now presume may be Saluted President Elect of the New Federal Constitution)... has in Consequence of his Late Command of the Army, Received many presentations, applications & c. Therefore His Excellencies Representative at the Evacuation of New York by the British in 83... May Expect something more than Official Matters." Encloses confidential proposals and discusses military matters (not present).
