Content Description Published two weeks before Memphis fell into Union hands. Prints a "tariff of prices" on food to prevent a black market. Says "extortioners, of any shape or kind, that they will be held to a strict accountability, both in person and property, for wrecking so mean and cowardly, an advantage over those who natural protectors are on the tented field." Order issued on the command of Colonel Thomas H. Rosser and Acting Post Adjutant Thomas M. Crowder.
