Additional Information Notes: Boyd 13: 173-75, from an LC letter press copy. Boyd notes that Moustier recovered quickly from his severe shipboard illness once in New York (p. 175n). Moustier annoyed the Continental Congress by the tone of his address to that body on 26 February 1788. Montmorin in Paris approved the speech and its sentiments. Moustier's relations with Congress deteriorated steadily thereafter (Boyd 13: 175n-176n).
