Content Description Responds on Adams' behalf to Governor of Georgia regarding federal and state efforts to protect Georgia from French naval attack. Concludes vulnerability of Savannah is so high that using "gallies manned with negroes for working them and with white men to serve the guns, would form a better and cheaper defense" than the construction and manning of American forts.
