Content Description "The bare attempt [of Congress] to adopt the State Debts will have an effect on the price of State Securities as many people will Speculate in them, especially as the Continental Debt has risen in price beyond their expectation and it now requires a large Capital to purchase any considerable quantity of that kind of paper." Walter also discusses a forthcoming legal action against Chancellor Robert Livingston (1746-1813).
