1. Sir. (Extract.) Palermo 7. October 1808. On the 15. Ultimo I had the pleasure of receiving your much esteemed favor of the 30. July and on the same day I also received a letter from R. Smith, Esq: dated Navy Department 24. May of which I remit you a copy for your information. In consequence of your further assurances that the Reigning Bashaw would accord the pension proposed in December 1807, I drew up a conditional agreement for the Ex-Bashaw, and informed him of my orders from the Navy Department, he no sooner received and sanctioned them, than he sailed for Malta with his family, then to wait your instructions; His letter to you with the provisional conditions will be enclosed. It is difficult to see how he should situate himself at any greater distance from Tripoli, until he hath the means of removal, Malta is more convenient than Syracuse for communication with Tripoli, and he hath removed thither for that object and to avoid domestic afflictions to which he hath been devoted in Syracuse - either by bad air or bad living or perhaps both his family hath suffered greatly by sickness. My letters from Syracuse inform me of his dejection and poverty, and under the influence of those feelings which humanity cherishes (not being against the letter of my orders) I have accorded him the payment for the current month, tho' he says to the contrary in his letter but will be undeceived in Malta.
