Additional Information This document was written in response to queries posed by Washington at a 31 October 1780 council of war. Washington had solicited his officers' opinions as to additional steps that could be taken to reinforce the Southern army in light of Sir Henry Clinton's reinforcement of Cornwallis with a detachment from New York. Washington also asked his officers' advice on when and where to go into winter quarters.
